Road restrictions to be enforced on nonlocal vehicles in Guangzhou

Big news! Guangzhou will implement a rule to restrict nonlocal vehicles and has just released a draft ruling to the public to solicit opinion, according to news jointly released by the Traffic Police Detachment of the Guangzhou Municipal Public Security Bureau and the Guangzhou Municipal Commission of Transport on the afternoon of April 16, 2018.

According to the information released, nonlocal vehicles (referring to small and medium-sized passenger cars, including vehicles with provisional license plate) are only allowed on Guangzhou roads within a designated area for a maximum of four running days, and can only run on Guangzhou roads within the designated area again after a minimum interval of another four consecutive days.

Emergency vehicles, such as fire engines, military vehicles, police cars, ambulance & rescue vehicles, passenger service vehicles with a Road Transport Certificate, as well as vehicles with dual license plates for Hong Kong and Macao or consular license plates, will be exempt from the restrictions.

The rule won’t be implemented during public holidays, the Guangdong Provincial Party Congress, the Plenary Session of the CPC Guangdong Provincial Committee, Guangdong Legislative and Consultative Sessions, Canton Fair and so on. During these periods, non-Guangzhou registered vehicles can travel as usual throughout the designated area.

Additionally, drivers of vehicles without Guangzhou plates that demonstrate a real need to travel through the designated area frequently can apply for a permit. Detailed rules for application procedure and policy implementation will be published after the solicitation phase is complete.

Guangzhou traffic police will enforce the rule, monitoring violations through the citywide e-police camera system. Police will impose a fine of 200 yuan (US$ 31.85) and add three penalty points to a driver’s license for the violation.

There will be a transitional period for citizens to adapt to the new regulation after it is put into effect. The time official enforcement will commence will be unveiled by the authority.
