On August 6, Nansha Area of Guangdong Free Trade Zone (GDFTZ) announced its detailed construction plan including the development targets, functions and specific measures for implementation. With institutional innovation, it is to develop into an essential platform for further opening up in Guangdong, especially for the deeper cooperation with Hong Kong, Macao.
Highlights in the Construction Plan
Compared with the other two areas of GDFTZ, Nansha Area has its own characteristics as follows.
1. To open up globally and in line with "One Belt One Road" Initiative.
Aim to further Guangdong's opening up to the world, a new high-level open economic system and an institutional framework in line with international investment and trade rules will be established to construct an essential platform for opening up in Guangdong.
Besides, Guangzhou is to enhance its role in 21st Century Maritime Silk Road for serving "Belt and Road" Initiative. In detail, Nansha will establish a port-alliance with the countries along the 21st Century Maritime Silk Road and set up funds for the construction of ports on maritime silk road.
2. To emphasize deeper cooperation and integration of Guangdong, Hong Kong and Macao.
With a theme of comprehensive cooperation among Guangdong-Hong Kong-Macao, to enhance cooperation and mutual development of Guangdong-Hong Kong-Macao on education, medical treatment, science and technology as well as service; to enhance interactive exchanges of government, non-government organizations, trade associations and enterprises between Guangdong and Hong Kong, Macao.
3. To build up the international shipping center for becoming an area for integration of international trade.
Taking the mutiple advantages of being national new district and free trade zone, Nansha Area will speed up the construction of port infrastructures to improve its shipping service.
4.To form high-end industry cluster at a leading place of Guangdong’s industries.
In order to to establish a new height of producer-services oriented modern industry, Nansha will improve the development plan for industry, clarify the direction for development, optimize the industry structure as well as raise the threshold for industry access.
5.Pay equal attention on innovation and development for constructing high-level spatial carriers for living, industry development.
In addition to pursue institutional innovation, Nansha Area is to make effort to build up a high-level spatial carrier. In detail, it will develop into a new model of urbanization by implementing the high-standards plan on its seven clusters including Port Cluster, Pearl Bay Start-up Cluster, Nansha Hub Cluster, Qingsheng Hub Cluster, Nansha Bay Cluster, Jiaomen River Central Cluster and Wanqingsha Bonded Port Manufacturing Cluster.

It is a national strategy with the emphasis of institutional innovation to in line with "One Belt One Road" Initiative, urging the transformation and upgrading of previous economic growth mode in Guangdong.
"Nansha Area will endeavor to establish a new high-level open economic system, be a pilot free trade zone with legal environment norms in line with high international standards, investment and trade facilitation, exceptional driving force in the area as well as safe and highly efficient regulation through three to five years of experimental reforms," the general goals mentioned in the construction plan.
Nansha Area will give priority for shipping logistics, characteristics finance, international trade, high-end manufacturing and other industries. It is to establish a new height of producer-services oriented modern industry, to build an advanced as well as comprehensive service hub in the world, to form a leading modern industrial system in Guangzhou even the whole Guangdong province. Finally, to develop into an essential platform for opening up in Guangdong by taking advantage of the institutional framework in line with international investment and trade rules.

1. Port Cluster (15 square kilometers)
It is to develop International Shipping Development and Cooperation Cluster, including the Longxue Island Processing Area covering 13 square kilometers and the Shazai Island Processing Area covering 2 square kilometers
2. Pearl Bay Start-up Cluster (9 square kilometers, exclusive of Jiaomen River and Shangheli River)
It is to develop Financial and Commercial Development Experiment Cluster
3. Nansha Hub Cluster (10 square kilometers)
It is to develop Guangdong-Hong Kong-Macao Integrated Development Experiment Cluster.
4. Qingsheng Hub Cluster (8 square kilometers)
It is to develop International Education and Health Care Cooperation Experiment Cluster.
5. Nansha Bay Cluster (5 square kilometers, exclusive of the Dajiao Mountain)
It is to develop Guangdong-Hong Kong-Macao Scientific and Technological Innovation and Cooperation.
6. Jiaomen River Central Cluster (3 square kilometers)
It is to develop Overseas Investment Service Cluster.
7. Wanqingsha Bonded Port Manufacturing Cluster (10 square kilometers, inclusive of Nansha Bonded Port Processing Area of 1.36 square kilometers)
It is to develop Processing Trade Transformation and Upgrading Service Cluster.
