GZ approved as pilot city of “Made in China 2025”

Guangzhou has been approved by the Ministry of Industry and Information Technology(CMITT) as a pilot demonstration city for the “Made in China 2025” strategy. Guangzhou becomes the first first-tier city in China approved for the strategy, according to the press release of the Industry and Information Technology Commission of Guangzhou Municipality.

The city will accelerate the creation of a new system for the manufacturing industry and integrate existing funding channels, setting up a local “Made in China 2025” industrial fund. The fund will induct social capital to form a scale of 15 billion yuan to support key industries, including new-generation information technology, artificial intelligence, and biomedicine (IAB), as well as smart and new energy vehicles. Key projects — such as high-end equipment innovation, intelligent manufacturing and the Value park cultivation — will also benefit from the fund, according to Zhang Xiaobo, director of the city commission.

Since the beginning of the year, Guangzhou actively responded to instructions of the Ministry of Industry and Information Technology to promote the development of the manufacturing industry and the real economy, making cost reduction and the increase of benefits one of its key tasks. To create a better environment for the development of the city's manufacturing enterprises, Guangzhou is formulating policies and measures to reduce manufacturing costs. The goal is to save an average of 15 billion yuan a year by reducing costs in transaction, financing, land, logistics, electricity and other factors.

Guangzhou, which is the birthplace of the ancient Maritime Silk Road and the forefront of China's reform and opening up, is also an important national central city and advanced manufacturing base. The city has formed five industries, each worth of over 100 billion yuan, including automotive manufacturing; petrochemical; electronic products; electrical machinery and equipment manufacturing; and electricity and heat production and supply, according to Zhang.

By developing a pilot demonstration city for “Made in China 2025,” Guangzhou will shift emphasis from “Made in Guangzhou” to “Intelligent Manufacturing in Guangzhou” and will accelerate the transformation and upgrading of the manufacturing industry. At the same time, as a pilot city, Guangzhou will actively explore ways of transforming and upgrading manufacturing in a new era that can be copied and promoted by other large and important central cities. This will help facilitate the transformation and upgrading of the manufacturing industry of the Pearl River Delta region and the Guangdong-Hong Kong-Macao Greater Bay Area. The strategy also will explore new modes and paths for the the effective transformation and upgrading of manufacturing for China.
