More expats in Guangdong succeed in obtaining permanent residence

According to Guangdong Provincial Public Security Department, a total of 475 expats in Guangdong have applied for permanent residence since 2016, with 320 applications having been approved by the Ministry of Public Security of China.

In order to facilitate the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area and attract more high-level talent to settle down in Guangdong Province, Guangdong Government issued 18-measures last December, which provide more convenience for expats living and working in the Greater Bay Area.

The Guangdong-Hong Kong-Macao Greater Bay Area consists of 9 cities and 2 SARs, including Guangzhou, Shenzhen, Foshan, Dongguan, Huizhou (excluding Longmen) Zhongshan, Zhuhai, Jiangmen and Zhaoqing (city center and Sihui), Hong Kong and Macao.

Spokesman for the Guangdong Provincial Public Security Department disclosed that those 320 expats who have obtained permanent residence are distinguished scholars, entrepreneurs in key industries, top managers and high-tech enterprise investors.

According to these measures such individuals, as recommended by governments of the 9 cities in the Greater Bay Area and Jieyang, can apply for permanent residence in China. This right will be extended to their spouse and any children.

For expats who work in start up businesses or work as technicians in enterprises in the Greater Bay Area and Jieyang Sino-Germany Metal Eco City, they can also apply for permanent residency in the future and will be evaluated under a point base scheme encompassing education level, annual income, work duration in China and whether the job belongs to one of the so called ‘innovation industries’.

Furthermore, expats who invest more than 1 million USD in the Greater Bay Area or Jieyang Sino-German Metal Eco City for 3 consecutive years can apply for permanent residence.

Guangdong Provincial Public Security Department indicated that Guangdong will continue to deepen the reform of the process such as detailing application requirements, simplifying application procedure and broadening application channels.

Furthermore, they will cooperate with other governmental departments to improve service provided to expats in finance, education, health care, transportation and social insurance.
